Funding Dispute Emerges Between Governor and Education Leaders
The fiscal year funding battle between West Virginia Governor Patrick Morrisey and state education officials shows their disagreement about which programs should receive funding. The battle shows active disputes between two parties who want to find proper solutions for public school funding and handle the increasing expenses of special education programs and state funding methods.
Morrisey, who took office in 2025, criticized the West Virginia Board of Education and the Department of Education for not communicating their budgetary needs early or clearly. The state faced budgetary difficulties because agencies did not inform the public about their financial requirements until after the state budget process began.
Governor’s Position on Budget and Communication
Morrisey conducted a press conference to question education officials for delaying their funding needs notification to his office which totalled hundreds of millions in additional funds needed to support increasing special education costs. The governor emphasized that schools need both collaboration and transparency to achieve effective solutions.
Morrisey proposed his budget for fiscal 2027 which contains funding increases for specific education programs yet the funding distribution method remains contentious particularly concerning special education and school aid formulae. He also emphasized his commitment to educational priorities through his support of fully funded voucher programs and literacy programs.
Education Officials’ Response
The Department of Education officials have confirmed that the governor's office failed to arrange essential budget meetings which included a planning session that occurred last fall and has not been rescheduled. Education leaders experience frustration because of the existing problems with their processes and the current breakdown of communication channels.
Department representatives also mentioned that they held budget discussions with state revenue officials at the beginning of the year which proved that negotiations took place although direct talks with the governor's office remained restricted.
Legislative Efforts and Potential Funding Bills
The ongoing dispute has led lawmakers to examine multiple education funding bills which they plan to introduce. The proposed legislation introduces changes to the school aid formula while increasing professional educator and service personnel ratios, which will result in approximately $135 million additional state funding. The implemented changes will correct funding inequities while they provide improved assistance to students who require diverse services.
